Espionage Act Charges: CIA Contractor Accused of Feeding Top Secret Intel to Girlfriend's Substack
A U.S. government contractor was taken into custody Friday morning on allegations that he passed classified information to a woman he was romantically involved with.
According to a Friday press release from the U.S. Department of Justice (DOJ), the FBI arrested Ian Brinksman, a 42-year-old District of Columbia resident, for allegedly leaking national defense information to a woman he knew planned to publish classified material in her online Substack newsletter. The DOJ did not immediately respond to a request for comment.
FBI Director Kash Patel said in the release that Brinksman was “caught allegedly betraying his oath and leaking classified defense information.” Patel called protecting America’s secrets “a top counterintelligence priority” and warned that anyone who abuses a position of trust and jeopardizes national security “will be met with the full weight of justice.”
CIA Director John Ratcliffe confirmed that Brinksman had provided services to the agency as a contractor. Ratcliffe said the unauthorized release of classified material “poses grave risks” to national security, intelligence sources, ongoing operations and agency officers, adding that there is “absolutely zero tolerance for leaking” and that anyone who violates their oath will be prosecuted to the fullest extent of the law.
According to the criminal complaint, Brinksman began working for a U.S. government agency based in the Eastern District of Virginia in 2020. In 2022 he became a contractor for that same agency, working as a developer for systems integration while holding a Top Secret security clearance.
A LinkedIn profile that appears to belong to Brinksman claimed he worked as a foreign service officer for the U.S. Department of State starting in February 2020, then as a senior strategy consultant for Deloitte starting in August 2022. The profile also claimed he has served as an intelligence officer for the U.S. Navy since March 2020.
The affidavit states that in November 2025 Brinksman began dating a woman investigators believe is a journalist who launched a Substack focused on “Congress, War, and political economy.” She had notably posted, “I also accept leaks.” Brinksman allegedly contributed to five of her articles published between March 11 and Oct. 5 that contained Top Secret and other highly classified information.
Brinksman has been charged under the Espionage Act and could face up to ten years in prison if convicted.
